春秋末年，晋国卿士赵鞅是一个不肯荼毒生灵的慈善家，每逢新年，他将百姓进献给他的斑鸠放生，然后重赏献斑鸠的人。有人说他这样做使更多的斑鸠遭到捕杀，劳民伤财。赵简子认为此话很有道理，下令禁止捕捉斑鸠与放生了。
