论功行赏的典故

刘邦消灭项羽后，平定天下，当上了皇帝，史称汉高祖。接着，要对功臣们评定功绩的大小，给予封赏。刘邦认为，萧何的功劳最大，要封他为赞侯，给予的封户也最多。群臣们对此不满，都说：“平阳侯曹参身受七十处创伤，攻城夺地，功劳最多，应该排在第一位。”这时，关内侯鄂千秋把刘邦要讲而未讲的话讲了出来？“众位大臣的主张是不对时。曹参虽然有转战各处、夺取地盘的功劳，但这是一时的事情。大王与楚军相持五年，常常失掉军队，只身逃走也有好几次。然而，萧何常派遣军队补充前线。这些都不是大王下令让他做的。汉军与楚军在荥阳时对垒数年，军中没有口粮，萧何又用车船运来粮食。如今即使没有上百个曹参，对汉室也不会有损失，怎么能让一时的功劳凌驾在万世的功勋之上呢？应该是萧何排在第一位，曹参居第二位。”刘邦肯定了鄂千秋的话，于是确定萧何为第一位，特许地带剑穿鞋上殿，上朝时可以不按礼仪小步快走。
