西汉末年，成纪（今甘肃秦安地区）隗（wěi）嚣组织武装力量反抗王莽统治，攻占陇西、张掖、酒泉、敦煌等地。后刘秀任隗嚣为西川大将军。为阻止占据成都的公孙述势力向外发展，刘秀写信给隗嚣，希望他阻击公孙述的侵犯。信的大意是：如公孙述进兵汉中，图谋长安，我希望借重将军的兵马旗鼓抵挡之。如你能这样做，我就算得到上天的赐福。人们由刘秀信中“愿因将军兵马旗鼓相当”引申出“旗鼓相当”，比喻势均力敌或力量不分上下。
