杨赓笙（1869－1955），号咽冰，江西省湖口县三里乡上杨村人。十二岁时读完《十三经》，十八岁考中秀才，又入白鹿洞书院就读，被选送入京师国子监深造。他目睹清朝政治腐败，放弃功名，从事民主革命。经徐秀钧介绍，进入江西大学堂，学习新学，在校加入同盟会。辛亥革命后，李烈钧担任江西都督，成立省议会，杨赓笙担任都督府高级顾问、省参议员。
