罗愿 (1136～1184) 字端良，号存斋，徽州歙县呈坎人。汝楫子。荫补承务郎。宋乾道二年(1166)进士 ，历任鄱阳知县、赣州通判、鄂州知事，人称罗鄂州。精博物之学，长于考证。文章精炼醇 雅，有秦汉古文之风。所撰《新安志》10卷，体例完备，章法严密，舍取并合随主旨而定， 尤详物产。提出编纂方志要注重民生，为后世学者重视。著有《尔雅翼》20卷、《鄂州小集 》7卷。
