（1847—1907）湖南长沙人，字野秋，一作冶秋。同治十三年进士。中日战时曾疏劾李鸿章阳战阴和。戊戌政变时坐荐康有为革职。《辛丑条约》后疏请变科举、建学堂、设报馆。充管学大臣，力主派学生出洋留学。官至邮传部尚书。卒谥文达。
