蔡肇（？～1119）字天启，润州丹阳（今属江苏）人，蔡渊子。北宋画家，能画山水人物木石，善诗文，著有《丹阳集》，曾任吏部员外郎、中书舍人等职。蔡肇初事王安石，见器重，又从苏轼游，声誉益显。尝与王诜、李公麟、苏轼、米芾等十六人雅集西园。在京师开封任官时，画平冈老木，余纸请李公麟画远水归雁和舟楫，早萌退隐之意。画迹有《松路仙岩图》、《山麓渔舟图》、《雪陂钟馗图》、《松下逍遥图》、《煎茶图》，著录于《绘事备考》。又《仁寿图》相传是其作品，著录于《石渠宝笈三编》。
