（944或946—1011）河南人，字圣功。太宗太平兴国二年进士第一。历著作郎、翰林学士，参知政事。端拱元年，拜中书侍郎兼户部尚书、平章事。淳化二年罢为吏部尚书。四年，复相。至道初，出判河南府。真宗咸平四年，第三次入相。六年罢。授太子太师，封莱国公，改许国公。有重望，直言敢谏。能知人，识重富弼，荐侄夷简，后俱成名相。卒谥文穆。
