（1012—1085）宋开封咸平人，字君贶，原名拱寿。仁宗天圣八年登进士第一。庆历间，累官翰林学士，知开封府，迁御史中丞。反对庆历新政。新政罢，出知郑、澶等州。至和三年，拜三司使，使契丹。坐事被劾，出任外官多年。神宗熙宁元年召还，王安石言其旧过，复出知应天府。元丰间上言反对保甲法。仕终彰德军节度使。卒谥懿恪。有《治平改鉴》及文集。
