（949—1020）宋开封人，字常之。太宗太平兴国五年进士。授吉州通判，历淮南转运副使、户部判官、权判大理寺。知广州，召为工部郎中，以廉直超擢右谏议大夫，同知枢密院事。明辨有才略，遇事敏速，凡二边道路、斥堠、走集之所，莫不周知。真宗咸平初，拜兵部侍郎，参知政事。天禧初，进右仆射兼门下侍郎，监修国史。真宗朝未尝除仆射，此为殊命，敏中略无喜色，如处平昔，门阑寂然，宴饮不备。三年进左仆射。性端厚多智，谙晓民政，善处繁剧。卒谥文简。
