（1006—1054）绵州盐泉人，字才翁。苏易简孙。仁宗天圣七年赐进士出身。明道中为扶沟主簿，出粟救济饥荒。景祐四年知咸平县，迁殿中丞，移知眉州，屡上书陈御西夏方略。庆历三年改太常博士，出为福建路提点刑狱，移京西、河东、两浙。皇祐元年知扬州，官至尚书度支员外郎、三司度支判官。莅官办事果决，所至裁制强黠。为人精悍任气节，诗歌豪健，尤善草书。
